Engineering Specialist at SRWMD
Essential Functions:
• Coordinates the effective and efficient acquisition of water use monitoring data in support of agricultural water use monitoring and water resource planning, including equipment selection, installation, calibration, and maintenance.
• Coordinates the design and operation of databases needed in the acquisition of water use monitoring data.
• Supervises staff as necessary in the acquisition of water-related data.
• Plans, manages and performs other special projects or activities related to water resources monitoring with emphasis on water use monitoring.
• Prepares reports including recommendations, agreements, specifications, contracts and other related correspondences; makes presentations and updates key stakeholders as needed.
• Serves as a technical resource and liaison regarding data availability, quality and applicability to District engineers and modelers.
• Serves as a technical resource and liaison between other agencies, local governments, consultants and members of the public.
• Uses appropriate software, databases, modeling systems and other technology.
• Performs project management duties as needed, including preparation and evaluation of requests for bids; contract negotiations; contractor oversight, and cost tracking against budgeted funds.
• Understands and applies water-related laws, rules, and policies.
• Participates in and coordinates in other District activities and performs other duties as assigned.
Competencies: Data Acquisition Technology – Knowledge of technologies used to collect, deliver, and quality-assure water-related data. Accuracy / Attention to Detail - Ability to perform job functions with high level of accuracy. Problem Solving - Knowledge of approaches, tools and techniques for recognizing, anticipating, and resolving organizational, operation, technical, and process problems. Flexibility and Adaptability - Knowledge of successful approaches, tools and techniques for dealing with change and adapting to a changing environment. Listening - Ability to gather, clarify and apply information transmitted verbally, while exhibiting a genuine interest toward the speaker. Oral and Written Communications - Ability to express oneself to provide information to others effectively, recognizing that communication is more than just language. It includes tone, style and structure. Interpersonal Relationships - Knowledge of approaches, tools and techniques for working with individuals and groups in a constructive and collaborative manner. Conflict Management - Knowledge of tools and techniques for anticipating, recognizing and effectively dealing with existing or potential conflicts at the individual, group or situational level. Decision Making and Critical Thinking - Knowledge of tools and techniques for effective use of broad range of factors, assumptions, frameworks and perspectives when solving problems and making decisions.
